Lucy Fraiser, Ph.D., DABT
Lucy H. Fraiser is a board-certified toxicologist (Diplomate of the American Board of Toxicology) with over 30 years of experience .
Dr. Fraiser is well known for being a thorough and skilled scientist with good writing skills and an excellent communicator. She is praised by her repeat clients for her ability to conduct in-depth analyses of the scientific literature and attention to detail, as well as her ability to clearly and confidently communicate complex toxicological and health risk concepts in a manner that is understandable and persuasive.
Dr. Fraiser resides in Fayetteville, Arkansas, but has spent the majority of her career in Texas. She has extensive experience with the risk-based corrective action (RBCA) program in Texas (the Texas Risk Reduction Program or TRRP) as well as risk-based corrective action methodologies implemented by the U.S. Environmental Protection Agency (EPA) nationwide.

Dr. Fraiser has conducted and managed hundreds of multi-pathway human health risk assessments and/or risk-based evaluations conducted in support of Resource Conservation Recovery Act (RCRA) closures, under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and state Risk-Based Corrective Action (RBCA) programs. She has conducted exposure assessments for chemicals used in pharmaceutical laboratories and industrial processes, chemicals applied to control pests and unwanted vegetation, and chemicals released as unwanted by-products of chemical and product manufacturing, combustion of fossil and waste-derived fuels, generation of electricity, petroleum refining, smelting, rock crushing, and activities at military installations.
Dr. Fraiser has been qualified as an expert, deposed, and has provided expert testimony in contested case hearings, criminal case hearings, Federal Civil suits, and toxic tort litigation on numerous occasions. She has testified before the Texas State Legislature, in public meetings, and before numerous state regulatory agencies on behalf of commercial clients. Dr. Fraiser authored an article for the American Bar Association newsletter (click here to read) on the ways that toxicologists can help build a case, focusing on the importance of toxicology principles in determining whether a chemical can cause a particular effect under a specific set of circumstances.
Dr. Fraiser continuously follows the evolution of the National Ambien Air Quality Standards (NAAQS) and the science supporting them. She authored articles published in World Cement (click here to read) and Natural Gas & Electricity (click here to read) regarding the scientific bases for the O3 NAAQS reduction.
